CJ spent two decades rooted in college-level instruction, communication, mediation, and conflict resolution. Her specialties have become leadership development, organizational strategy, and helping small businesses build high-capacity teams.

Kendra brings deep experience in real estate and business law to every transaction. Her practice focuses on residential, commercial, and ranch land acquisitions, guiding clients through entity structuring, land use, financing, and complex deal negotiations. As Executive Vice President for Hill Country Titles, she assists with title curative work to ensure clear titles and seamless closings. Kendra earned her J.D. from Baylor University School of Law.

Shelby Collier

A fifth-generation Fredericksburg native, Shelby brings fourteen years of municipal government experience — including a decade with the City of Fredericksburg as Senior Planner and Historic Preservation Officer. She helped lead the creation of multiple ordinances, two Comprehensive Plans, and the expansion of Fredericksburg's Historic District through the survey of more than 2,000 properties. She founded C3 Development Services in 2025, focusing on thoughtful, context-sensitive Hill Country development.
